FREQUENTLY ASKED QUESTIONS

1. Question

I can see the page of the Chilean Standard Time, but instead of the time, some boxes with the letter “X” appear above on the left side. What can I do?

Answer:

Normally, it is related to browser supports to interpret java. If your browser is Internet Explorer, you must always keep the latest version with the corresponding security patches. Then, check in:
Toolbar -> Internet Options -> Advanced Options,
If the Microsoft VM checkboxes (Java Virtual Machine) are checked or not.
If this does not work, you can download from http://www.java.com/en/index.jsp
the latest version of the Java plug-in of SUN Microsystems,
This is free of charge and very easy to install.
(Indicate Java Software below Free Download)

For browsers different from IE such as Netscape, do the same as in the “Preferences” Section

2. Question

How can I synchronise my computer with Unix/Linux system?

Answer:

Normally, this Operative System is fully compatible with the use of NTP protocol. Therefore, some of the most representative cases will be shown below.
From console using command lines:
You must start the NTP services by using the following procedure:
1. Edit the archive: /etc/ntp. conf and add the line: server ntp. shoa.cl
2. Check the connexion through the command: ntpdate ntp.shoa.cl
which will give the synchronisation of the time with the server 1 May 10:52:29 ntpdate [16699]: step time server ntp.shoa.cl offset –3.456078.
3. Start the ntpd service with the command: service ntpd start.
From graphical user interface: Enable the service from window to set the date and time, by adding as ntp server to ntp.shoa.cl and activating the ntp service (choose Use ntp server)

3. Question

When I try to synchronise my personal computer by using the About Time program, a message appears saying: “time out waiting for ntp.shoa.cl” What should I do?

Answer:

Generally, this problem is produced in users connected with a local-area network (LAN) after a firewall.
It is always convenient to check firstly that no connectivity problem at local level exists.
Then, after checking the above mentioned, contact with your network administrator to check the security regulations of your firewall which might have eventually the traffic limited through port 123, which is used by NTP protocol (Network Time Protocol)
It is important to bear in mind that if you are a user of LAN, your personal computer must be synchronised with the server time through which you are authenticated as a network’s user. Therefore, the server must synchronise your computer clock to the correct time in order to set an adequate convergence with all networking means and devices connected to the network.

4. Question

Is the About Time program the only one used to synchronise the time of my personal computer?

Answer:

No, it is not.
You may find different similar programs on Internet.
The synchronisation procedure shown in the time page is focused on meeting users who have a workstation in terms of software to be connected to Internet, which is supposedly based on a computer that has at least Internet Explorer version 4. It produces that synchronisation through NTP/SNTP protocol is upgraded by program simplicities such as About time, which is a full, simple and free program (not associated to advertisement downloads) If you have an operative system such as MS Windows XP, you will see that this includes NTP servers in time and date properties to synchronise the time while the operative system is ending to run, the same as Linux does since a long time ago. On the assumption that we use as references operative systems in a lower version than MS Windows 2000, these programs tend to be replaced by a process incorporated to the operative system when computer is turned on with subsequent corrections every so often during the day.

5. Question

Where can I find information about how NTP protocol works?

Answer:

Visiting the site http://www.ntp.org

6. Question

How to change the time in Chile during the months of March and October.
Why my operating system Microsoft Windows adjusts forward (or backward) one hour at midnight from Friday to Saturday?

Answer:

This is due to a wrong interpretation of our legislation made by the manufacturer of the operating system. Indeed, the change must be done at midnight from Saturday to Sunday, or else, at 24:00 hours of Saturday or 00:00 of Sunday. In order to solve this problem, Microsoft has released service packs for its products:

- Microsoft Windows Server 2003, Standard Edition (32-bit x86)
- Microsoft Windows Server 2003, Enterprise Edition (32-bit x86)
- Microsoft Windows Server 2003, Web Edition
- Microsoft Windows Server 2003, Enterprise Edition for Itanium-based Systems
- Microsoft Windows Server 2003, Datacenter Edition for Itanium-Based Systems
- Microsoft Windows Server 2003, Standard x64 Edition
- Microsoft Windows Server 2003, Enterprise x64 Edition
- Microsoft Windows Server 2003, Datacenter x64 Edition
- Microsoft Windows XP Home Edition
- Microsoft Windows XP Professional
- Microsoft Windows XP Professional x64 Edition

This can be downloaded from the website

This page refers to the article 928388 of Microsoft knowledge base, where the modification to the time zone of Chile-Santiago is included, as we can see in the following image:

aa

In versions such as Microsoft Windows Vista it has been corrected and incorporated, since December 12 2006.

If your business software platform or similar, has a custom-built application to make the change of time, it is recommended invalidate that application and then install these updates.

Note: The Hydrographic and Oceanographic Service of the Navy is not responsible for any damage occurred when installing this Microsoft product.
These updates are downloaded as critical updates through the Microsoft Windows Update Service.

7. Question

When I visualize the time, minutes apparently advance and the time goes back. Why?

Answer:

In order to correct this problem, keep this operating system updated with the new critical security patches (Dic/2007) related to Java VM (virtual machine) of browsers.

Some considerations for the winter time change year 2008

Because the time change is not contemplated by the operating system manufacturers, is highly recommended to make the following changes manually:
- Before the second Saturday of March: Modify your time zone America/Santiago for another called UTC-03 (or GMT-03 in the same case), in order to preserve the current time zone until 29/03/2008. Without activating functions such as “Change the time automatically according to the time of…”

- From Sunday 30 of March, reset your time zone as America/Santiago with the option: change automatically to active summer time. Thus it will be left with the winter time UTC-04. For Microsoft systems visit www.microsoft.com/chile/cambiodehora
For other operating systems inform yourself with your provider.
The NTP server ntp.shoa.cl is based on the UTC time, therefore when synchronizing, the time adjustment will respect the time zone that you have set in your computer

8. Question

What is UTC?

Answer:

Coordinated Universal Time (UTC) follows (TAI) exactly (see below), except for an amount of lip seconds, currently 32. This lip seconds are inserted in the report of the International Earth Rotation and Reference Systems Service (IERS) to make sure that, generally during the years, the sun is overhead within 0,9 seconds of 12:00 UTC on the meridian of Greenwich. Thus UTC is the modern successor of Greenwich Mean Time, which was used when the time unit was the mean solar day.

International Atomic Time (TAI) is calculated by the BIPM from the readings of more than 200 atomic clocks located in meteorological institutes and observatories in more than 30 countries around the World. TAI is available every month in the BIPM Circular T. It is estimated that TAI does not lose or gain with respect to an imaginary perfect clock by more than about one tenth of microsecond (0,0000001 second) per year.
